Position Purpose

The Director of Federal Relations reports to the Vice President for Government and Community Relations. The Director represents Dartmouth and supports relationship-building and strategic engagements with all aspects of the Federal government and among key policy officials, decision-makers and thought leaders in Washington, DC. The Director ensures Dartmouth is consistently, accurately, and effectively represented to Federal delegation members, staff, agencies and the Administration. The Director advises stakeholders on national issues, develops and implements strategies to improve relationships and communication and works to resolve issues and concerns raised by internal and external constituents.

The Director, in collaboration with the Vice President and the Vice Provost for Research, will assist faculty members and researchers in identifying and acquiring federal research funding, identify opportunities for faculty to share expertise with policymakers, as well as inform them on federal policy and regulations.

The Director will also provide subject matter expertise in higher education policy and regulatory matters, updating and advising the Vice President and senior leadership on relevant policy proposals and actions, and collaborating with the Vice Provost for Research, General Counsel, Vice President of Communications and others, including faculty, students and administrators in support of Dartmouth’s mission and strategic priorities.

This position requires frequent presence in Washington, D.C.

  • Ten years of progressively responsible experience in Federal affairs in a university setting.
  • Demonstrated experience in a fast-paced, high-pressure office.
  • Excellent writing, speaking and interpersonal skills.
  • Experience with political and legislative processes, Federal offices, agencies, and their priorities.
  • Knowledge of New Hampshire government and politics is beneficial.
  • Flexible, diplomatic, inclusive management style and ability to work with contacts at all levels.
  • Ability to work alone and take appropriate initiative, but also coordinate in a team.
  • Ability to handle highly confidential information with discretion and judgment.
  • Ability to understand and articulate issues facing Dartmouth or institutions similar to Dartmouth.
  • Commitment to diversity and to serving the needs of a diverse community.

Preferred Qualifications

Advanced degree.

Strategy, relationship-building and engagements:

  • Establish a long-term vision to elevate Dartmouth’s stature, and the stature of Dartmouth’s President, including highlighting research, engaging with alumni in policy-making positions, and ensuring Dartmouth has a seat at the table on task forces and other representative opportunities.
  • Serving as a representative and liaison between Dartmouth and Federal government entities, supporting relationships with all relevant aspects of the federal government, as well as key stakeholders and thought leaders in Washington, DC.
  • Create and maintain relationships with delegation staffers and members.
  • Secure strategic opportunities for the President.
  • Link students, faculty, and administrators to members of Congress, the executive branch, and national organizations on matters of mutual interest.
  • Collaborating with the Rockefeller Center and other Dartmouth centers and institutes, as well as with Advancement, raise the visibility of Dartmouth in DC; increasing the national and international visibility of Dartmouth’s administration and faculty, to include extending and creating opportunities to communicate both internally and externally the many accomplishments and advances of knowledge achieved by members of the Dartmouth community.
  • Planning and executing Federal relations events in DC and on campus, as well as congressional meetings, briefings, and visits.
  • Attend and participate in higher education association meetings representing Dartmouth.

Appropriations/Federal research funding:

  • Facilitates a comprehensive, institution-wide process to identify, prioritize, and communicate key initiatives for Federal legislation and funding.
  • Propel Dartmouth’s key institutional priorities forward in the Federal and national space, especially:
    • Funding and support for science and the diversification of the STEM workforce, including maximizing the opportunities that the CHIPS Act and the EDGE consortium provide.
    • Growing partnerships with policymakers and stakeholders from federal government and national advocacy organizations and policy groups focused on mental health and wellness, in order to maximize Dartmouth’s growing thought leadership and policy contributions for a wide range of constituencies.
    • Maximizing potential funding and policy-influencing opportunities regarding climate policy and in particular cold-weather research and sustainable capital projects on campus; connecting faculty, administrators and students to policy-making venues, as well as potential funding streams such as congressional appropriations.
    • Promoting to federal government officials Dartmouth’s commitment to free expression and brave spaces, particularly with regard to productive dialogue in governmental and political spaces, and assisting Dartmouth leaders in recruiting high-profile public officials to campus.
    • Manage the appropriations process in collaboration with the Vice Provost for Research from ideation to post submission.
