Main Purpose and Function
The Business Analyst manages technology-related requests within City Clerk’s Office. The Business Analyst serves as the point of contact between City Clerk’s Office and Technology Services, focusing on tactical/operational tasks with support from the Strategic Initiatives team of Technology Services. This position assists the City Clerk’s Office’s Leadership Team and Council in capturing business requests as input to Annual Technology Plan planning and prioritizing, collaborating with Technology Services on project/rollouts that have City Clerk’s Office operational impacts, and keep City Clerk’s Office apprised of status of business requests/projects while maintaining connection with the Strategic Initiatives team.
The Business Analyst drives the completion of the recommended solution in using Agile methodology that satisfies both the Business and Technology requirements. The suitability of the solution is evaluated based on the functionality supported, the alignment with the established architecture principles and the total cost of ownership. There are also opportunities where the Business Analyst will continue to work on larger projects through the PMO evaluation, specification, implementation, configuration, quality control, documentation, and post-implementation review project phases, as required.
This position has access to confidential information and makes recommendations for changes in methods, processes and procedures that may impact on business processes as well as staffing workloads, working conditions, changes in positions or staffing levels. This position serves as point of contact to and from Technology Services for City Clerk’s Office.
Specific Duties & Responsibilities
- Works with City Clerk’s Office to understand project scoping, planning, requirements gathering, specification writing, process design/reengineering, test planning, implementation and documentation
- Works with City Clerk’s Office and vendors to provide analytical support
- Conducts documentation of the current business process flow
- Supports business on the creation of the business case, TCO (total cost of ownership), features, user stories and business process diagram
- Gathers requirements and understands the business need and translates it to the technical team
- Writes specifications, document business rules, use cases, user stories and business process diagrams following the standard defined
- Conducts impact analysis on existing IT environment and business environment
- Validates and identify opportunities for improvement and align business and technology needs with the selected solution
- Facilitates process review workshops using Lean and other techniques
- Facilitates meetings with stakeholders in the branch and across other departments to confirm the requirements and process changes
- Clarifies the system functional boundary with business unit and vendors
- Works closely with the vendor to ensure that configuration and any custom development continues to meet business needs
- Compiles and selects intake requests for review by approval committee(s) and submits priorities to intake team in Technology Services
- Other duties and responsibilities as assigned
Qualifications:
Education and Experience:
- A post-secondary degree in Business, Engineering, Computer Science or a combination of education, training and experience
- A minimum of 5 years of experience as an intermediate business analyst, participating in complex enterprise scale projects, preferably in a municipal environment
Knowledge, Skills and Abilities:
- Considerable knowledge following the Agile methodology to define feature and user story is a definite asset
- Considerable knowledge of technology applications
- Through knowledge of current business process review and re-engineering techniques; design and change control management.
- Strong analytical and problem solving skills
- Ability to analyze and anticipate implications of system changes on work processes and procedures
- Ability to develop and implement enterprise-scale business applications and with software procurement processes
- Excellent verbal and written communication and presentation skills
- Ability to establish and maintain effective working relationships with technical and non-technical staff
- Ability to work effectively in a timeline driven environment
- Working knowledge of voting technology and the current system is an asset
- Municipal election experience is an asset
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
