Main Purpose and Function
The Database Administrator is responsible for managing & administrating the City’s databases including: data security; data backups & recovery; performance tuning and configuration; supporting the development and implementation of the data architecture; evaluating and coordinating the implementation of data management and the data dictionary; participating in the development of data migration planning; providing advice on data design; security and data architecture including advice related to the use of DBMS (SQL Server, DB2 and Oracle), .NET , Visual Basic and Java development environments; and use of existing software utilities.

Specific Duties/Responsibilities

  • Manages the City’s databases and data, including backups & recovery, security, performance tuning and configuration
  • Performs Database administration, including monitoring, reporting, archiving, capacity planning, design, implementation, testing, maintenance, repair, and documentation
  • Develops data architecture and ensures development projects consistently use the architecture; provides advice related to data design, definition, modeling, security and integrations
  • Develops data models and performs logical data modeling to support business requirements and related applications development projects; analyzes logical and conceptual models for their ability to meet business design and support business procedural changes; defines data elements comprising the data dictionary; maintains data dictionaries and issues data definitions
  • Liaises with enterprise architects, database analysts, application developers and third party vendors to ensure the data models are incorporated into and make use of the corporate data model; participates in the development of data migration planning; provides advice in bridging existing databases to the logical data architecture including advice related to the use of language and compilers in development environment, and use of existing software utilities and identifiers requirement for new utilities
  • Coordinates captured information by ensuring all modeling information is stored properly and that it is readily retrievable.  Recommends methods which facilitate the capture and retrieval of data models
  • Evaluates existing data security and recommends changes to ensure data is protected
  • Maintains a good understanding of general business practices, functions and processes
  • Other duties/responsibilities as assigned

Minimum Position Requirements
Education and Experience:

  • Degree or diploma in Computer Science, with an emphasis on information systems management
  • Minimum five years of working experience as a Database Administrator supporting or related experience

Knowledge, Skills and Abilities:

  • Demonstrated knowledge of a specific database technology, e.g. Oracle, SQL Server, DB2
  • Knowledge of implementing high availability solutions for Oracle and SQL Server
  • Familiarity with specific operating system, e.g. Windows, Linux, Unix
  • Knowledge of storage technologies, networking, server architecture and server virtualization
  • Knowledge of data architecture design and modeling techniques
  • Knowledge of program design concepts
  • Knowledge of data security techniques and protocols
  • Knowledge of current database & data integration platform trends, standards, and products in Information Technology
  • Strong analytical and problem solving skills
  • Excellent oral, written and presentation/facilitation skills, with ability to communicate at all levels within the organization
  • Ability to work both independently and as a member of a team
  • Ability to work under pressure, manage multiple priorities and respond to requests in a timely manner
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts and team members to provide advice, information and assistance
  • Proficiency in office productivity tools (e.g. Windows, Office, MS Project, etc.)
  • Highly trustworthy; capable of handling business critical and sensitive information

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-080: $92864 to $116070 per annum
