Surrey Police Service (SPS) is Surrey’s new municipal police agency. The transition from the RCMP to SPS is well underway and SPS has spent the past three years building a local, modern, accountable police service for Surrey residents. On November 29, 2024, SPS will become the police of jurisdiction, assuming responsibility for policing and law enforcement in Surrey.

POSITION OVERVIEW:
Surrey Police Service (SPS) has an exciting opportunity for an Application Analyst 2 to join our Support Services Bureau. The Application Analyst 2 will investigate and analyze business information systems to meet SPS’ business needs.
The successful candidate will formulate and define the scope and objectives of business systems, ensure deliverables adhere to quality control standards, and work as part of project teams to enable the successful delivery of IT solutions that meet client and business requirements. The candidate will act as a specialist within the team and act as a resource for more junior team members.
Reporting to the Application Services Manager of the Information Technology team in the Support Services Bureau, the incumbent will:
- Perform analysis, design, development, implementation, documentation, and maintenance of commercial, off-the-shelf (COTS) and custom software applications for both new and existing business and technical information systems.
- Formulate and define system scope and objectives through research and fact-finding to develop or modify complex information systems for SPS needs.
- Support the budgeting process by estimating efforts and resources required for project phases and monitoring expenditures or variances.
- Prepare detailed specifications from which programs and sustainment documentation will be produced, including but not limited to instructions and standard operating procedures.
- Analyze and revise existing system logic difficulties and documentation, as necessary.
- Other job-related duties as assigned.
The candidate will have the ability to establish and maintain effective working relationships with internal and external parties. The successful candidate will be an effective communicator with strong presentation skills and
be a strong team player that values collaborative relationships. The incumbent will also be a self-starter who can work independently to meet deadlines, with an ability to work with confidential material.
APPLICANT QUALIFICATIONS:
- A degree in a related field from a recognized institution plus two years related experience or, an acceptable equivalent combination of education and experience. Related experience includes:
- experience in a hands on technical role, working with programming tools, languages, and technical procedures;
- experience working in cross functional teams, including developers, business analysts, and end users;
- experience in translating complex technical concepts into clear, understandable language for non-technical audiences;
- experience in diagnosing and resolving technical problems;
- experience with software development life cycle (SDLC).
- Relevant certifications (i.e., ITIL) is considered an asset.
The successful candidate must be able to obtain and maintain the required level of police security clearance.

This position is unionized represented by CUPE Local 402. The salary range for this position is $47.52/hour – $53.84/hour (pay grade 27) based on 2024 Rates.
