About You / What We Are Looking For 
The City of Coquitlam is currently seeking an innovative, driven and financially savvy individual to fill a temporary position as a Finance Specialist. This exempt position reports to the Business Services Manager and falls within the Finance Division of the Deputy City Manager’s Office.
 
As the Finance Specialist, you will responsible for providing an enhanced financial lens required for high level City- wide initiatives, including strategic financial planning support, development of capital funding and financing strategies, and corporate revenue and expense reviews. This will involve liaising with internal and external partners, and at times other municipalities and different levels of government.
 
This position will participate in work across a number of City projects requiring financial expertise and will offer innovative solutions to peers within the Finance division and beyond. Considerable independent leadership, innovation and judgment are required in managing, planning and organizing the key responsibilities of this role. The successful individual will be highly technical with the ability to formulate conclusions and provide recommendations based on the variety of analyses completed. This will involve leading a variety of research, analysis and problem solving tasks which may inform new policies and processes.

Minimum Qualifications 

  • Bachelors Degree in Commerce, Finance, Business Administration and/or another relevant discipline.
  • Chartered Professional Accounting Designation.
  • Minimum of 5 years of senior level related financial experience.
  • Understanding of long-term financial planning as well as the various local government revenue sources.
  • Knowledge and experience with related legislation including the Local Government Act, Community Charter and Public Sector Accounting Board Standards and other relevant Provincial and Federal legislation.
  • Excellent problem solving and financial analysis skills.
  • Strong leadership, interpersonal and communication skills.
  • Showcase superior political acumen.

Preferred Qualifications

  • Experience in leading and supporting critical and complex financial analyses.
  • Exceptional critical thinking skills with the ability to analyse and evaluate various processes with the view of recommending process improvement and assisting in meeting the department and City–wide strategic goals and priorities.
  • Experience in consulting and developing and supporting policies through research and evaluation of processes.
  • Excellent interpersonal skills.
  • The ability to effectively build relationships with various internal departments.
  • Strong verbal and written communications skills.
  • Extensive knowledge of budgeting, long-term financial planning, modelling and business casing, will be crucial for success in this role.
  • A minimum of 1 year experience working within a municipal or regional government setting.

What We Offer: 
This excluded position has an annual salary range of $109,539 – $123,217. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
