Manager, Engineering Design


In this exempt position the Manager, Engineering Design reports directly to the Deputy Director of Engineering (Design & Construction) in the Engineering Department. You will be responsible for the coordination of In-house design projects within the Engineering department. The broad range of projects includes everything from watermains, storm sewers, sanitary mains, intersection signals, sanitary and drainage pump stations, and roadworks. Duties will include reviewing contract documents, developing designs, preparing record drawings, and reviewing engineering specifications. Preparation of schedules, budgets; and conducting field inspections of the work performed ensuring the work is completed in accordance with contractual terms and regulations. The Manager, Engineering Design’s role is to ensure that the quality of work is within the municipality’s standards and is completed in a timely and cost-effective manner. Community and stakeholder communication and consultation in a challenging and fast paced environment are key components of this position.

 

The ideal candidate is a high performing, driven and self-motivated individual with strong experience in advancing capital projects from conception to completion. A proven track record in championing new initiatives while collaborating with internal and external stakeholders of divergent interests would be a benefit. The Manager, Engineering Design will be informed in the industry’s leading practices with demonstrated experience in exercising independent judgement and applying engineering principles to develop solutions that address the engineering challenges of the community.

Responsibilities:

  • Lead a team of designers, survey, and drafting to develop world-class active engineering designs.
  • Review and develop design drawings, identifying and resolving issues as required with minimal guidance from senior management.
  • Provide expertise and apply best practice and knowledge on a wide range of engineering design issues.
  • Prepare terms of reference for technical consulting services related to engineering design, analysis, and construction; and complete the tendering and selection process.
  • Work with project managers to develop, monitor and manage project work plans (scope, budget, schedule, quality, risk, resources).
  • Work with other internal design teams (road, transportation, water, sewer, utilities, etc.) to coordinate integrated designs and the capital plan.
  • Contract administration and management of technical consultants retained to support the planning, design, and analysis of transportation designs.
  • Represent the City in public engagement processes, including attendance at weekend and evening meetings and workshops.
  • Build on established partnerships and/or develop partnerships with internal and external stakeholders necessary to successfully deliver on project objectives, ensuring that stakeholders are identified, engaged, informed, and given opportunities to shape project details as applicable.
  • Assist the Deputy Director of Engineering in hiring team members, managing work assignments, coaching, training, and development, evaluating performance, and providing feedback on performance.
  • Other duties/responsibilities as assigned.

Required Qualifications:

Education and Experience

  • Engineering degree and a minimum of 5 years as a P.Eng. demonstrated success in leading engineering projects or an equivalent combination of education and experience.
  • Must be in good standing with Engineering and Geoscientists of British Columbia.
  • Directly related experience working as a consultant and/or in the public sector on municipal engineering projects is an asset.
  • Expertise in transportation, roads, and underground utility design or a related field.
  • A valid and unrestricted driver’s license is required.

Knowledge, Skills, and Abilities

  • Strong organizational and time management skills including a demonstrated ability to manage high profile projects and set/meet competing deadlines.
  • Demonstrated ability to take on a leadership role and be proactive at resolving project conflicts in a timely and effective manner.
  • Strong written and oral communication skills.
  • Demonstrated ability to successfully manage project and program budgets.
  • Ability to build and maintain excellent working relationships with the public, outside agencies and other employees
  • Ability to influence others while respecting the sensitive and political challenges that impact decisions.

 

The City of Delta provides a competitive salary of $130,304 – $155,389 annually (commensurate with experience); and an excellent benefits package including Municipal Pension Plan as well as an earned-days-off system.
