SCOPE
The Privacy Analyst supports the City of Surrey’s mandatory duties under the Freedom of Information and Protection of Privacy Act (FOIPPA) legislation addressing accountabilities and best practices as it relates to Fair Information Practices.

RESPONSIBILITIES
Reporting to the Records and Privacy Manager in the Corporate Services ‐ Legislative Services Division, the Privacy Analyst is responsible for the following:

  • Provides support for the day to day management of the City of Surrey’s comprehensive privacy compliance program
  • Acts as the primary point of contact and technical expert for staff on privacy program inquiries and requirements as new or existing programs are developed or revised
  • Designs and implements consistent, effective privacy practices that minimize risk and ensure the confidentiality of protected City information across all platforms
  • Conducts corporate wide Privacy Impact Assessments (PIAs) and ensures recommendations are implemented effectively and consistently
  • Participates and lead as required in the assessment and investigation of alleged violations of privacy regulations, policies and procedures, and recommends corrective actions
  • Research and reviews relevant Privacy developments and brings forward areas of further review and improvement
  • Conducts corporate wide City forms review
  • Under the direction of Records and Privacy Manager, develops, coordinates and facilitates mandatory privacy and records training
  • Develop and generate Privacy‐related reporting metrics as required
  • Support the City’s Freedom of Information program as required
  • Performs other related duties as required

QUALIFICATIONS
The City is looking for an experienced Privacy Analyst to join the team. Our ideal candidate shares our values of Community, Innovation, Integrity, Service and Teamwork, and can demonstrate the following qualifications:

  • Bachelor’s degree in an appropriate discipline such as business administration, information management, communications or an equivalent degree
  • A minimum of 3 years of related experience with courses and relevant certification such as Information Governance Professional (IGP), protection of Privacy (CIPP/C, CIPM, CIPM, or CAPPA). Experience in professional writing, interpreting legislation, auditing, and/or municipal government are assets.
  • An equivalent combination of education, training and experience may be considered
  • You have working knowledge of BC’s Freedom of Information and Protection of Privacy Act, relevant OIPC orders, case trends, and issues
  • You are experienced in using investigative and analytical skills to research, analyze and interpret data and information from a variety of disparate sources with attention to detail
  • You are proficient in using computer information systems, databases, and electronic information management
  • You have the ability to communicate effectively orally and in writing with Council, various levels of management, staff, and the public
  • You have a proven ability to independently plan and prioritize a varied workload
  • You have the proven ability to deal tactfully, courteously and effectively with the public, staff, all levels of management and City Council
  • You are an innovative and creative service‐orientated problem solver that takes actions to move issues to closure under tight timelines
  • Must have a valid B.C. Driver’s licence
  • Police Information Check required
