Now Hiring Superintendent – Solid Waste Collections

We are seeking an experienced professional for a managerial role responsible for overseeing the planning, coordination, supervision, and quality control of our city’s waste collection operations. This includes managing daily operations related to waste diversion depots, local recycling, and other diversion programs. Primary Responsibilities:

  • Develop and execute plans for collection operations, including construction and maintenance tasks, inspections, testing, and data collection.
  • Maintain comprehensive records and reports on various aspects, such as operations, maintenance, training, and finances, for historical, analysis, reporting, and planning purposes.
  • Manage Waste Diversion capital and upgrade projects, overseeing planning, tendering, administration, site inspection, quality control, and progress tracking.
  • Oversee waste diversion contract operators, ensuring program goals, administration, financial approvals, record-keeping, and regulatory compliance.
  • Prepare work estimates, standards, schedules, and work plans, ensuring strict adherence.
  • Manage the hiring, training, evaluation, discipline, and supervision of permanent and seasonal employees.
  • Research and recommend changes in practices and procedures to enhance operational effectiveness.
  • Ensure compliance with legislative, operating license, and City policy requirements.
  • Review and address public complaints and compliments, ensuring appropriate follow-up actions.
  • Review final specifications for procurements and evaluate tenders and quotes.
  • Responsible for ensuring the expenses of the department do not exceed the allocated budget.
  • Creating strategies to optimize our organization’s budgets and spending.
  • Monitoring spending patterns and implementing measures to promote adherence to budgets.
  • Represent the department on committees and associations as required.
  • Provide backup coverage for the Superintendent – Landfill duties.

Required Competencies:

  • Thorough knowledge of municipal waste collection, recycling, and transportation operations.
  • Working knowledge of civil maintenance and construction principles, contract tendering, and administration.
  • In-depth knowledge of transportation safety laws, guidelines, and regulations.
  • Strong organizational and analytical skills.
  • In-depth knowledge and proficiency in Routeware collection software.
  • Proficiency in City Works internal software.
  • Proficient in Microsoft and other office software in a network environment.
  • Familiarity with municipal budgeting and financial management procedures.
  • Leadership capabilities with the ability to maintain a cooperative work environment.
  • Ability to work effectively in a high workload environment with competing priorities.
  • Effective planning, supervisory, coordination, and scheduling skills.
  • Clear communication of ideas on technical subjects, both orally and in writing.
  • The ability to collaborate with multiple internal and external stakeholders.
  • Ability to establish and maintain effective working relationships.

Required Qualifications:

  • Two-year diploma in Civil Technology or a related field from a recognized post-secondary institution.
  • Five years of directly related experience, including four years in a supervisory capacity.
  • Valid Class 5 Alberta Driver’s License with an acceptable driving record.
  • SWANA Landfill Manager Certification.
  • SWANA Manager of Solid Waste Collections Systems Certification.
  • Equivalent combination of management-approved training and experience may be considered.

This position has been identified as Safety Sensitive and requires the completion of a satisfactory pre-employment drug screen.
